Hi,

Are there any quality appliances / Linux images pre-configured with Quagga (RIP/OSPF/BGP/...) ?
Of course, they are available. You can build whole Campus network with it - check a tutorial I wrote.

It contains a last Quagga version -0.99.20, Openvswitch 1.2.2, tcpdump, iproute2, keepalived 1.2.2. Other extensions such as iperf, d-itg, iptables, bonding and many others can be installed from repository.

Everyone can build his own router/switch and get experience with networking on Linux. Yo don't need any special hardware, plus projects such as GNS3 helps you to emulate complete topology with many Linux nodes so you don't need hardware at all.
