Hmm... is this GNS3 0.8.7? If so, test that Dynamips is running: edit -> preferences -> Dynamips -> test settings. It will tell you if Dynamips can start successfully.
Also try running it without the "Enable ghost IOS support" option.
Apparently this issue (209) can be caused by: using some images uncompressed, wrong path, inadequate permissions, or simply trying to use an image with the wrong type of router.
