The problem is that the C:\Program Files\GNS3\layouts folder was not created. Create this folder before you run GNS3 and all is sweet. CW
Back when reviewing GNS3 0.8.4 RC1, I noted:

To test RC2, I started with another brand-new Win8 install (I love virtual machines). Same problem - "SupperPutty has stopped working" messages - or nothing.
I then opened GNS3 as Administrator and tried again. Got the "SupperPutty has stopped working" message again, but it did actually start - well at least it opened a console to ONE of my routers.
I explored the menus a bit and turned on the View->Toolbars->Send Commands toolbar
I quit SuperPutty and GNS3, and started again as a normal user. SupperPutty worked! And the "Send Commands" toolbar was active.
So my thinking is that perhaps when I enabled the toolbar, SuperPutty wrote this information to a file somewhere. Or perhaps even created a file somewhere when it was opened as SuperUser. I have no idea - but to summarise:
To get SuperPutty to work (well, at least get started)
1. Open GNS3 as administrator
2. Use SuperPutty at least once
3. Enable or disable a toolbar (anything to make a change) [Not sure if this step is really necessary]
5. Use as normal user
