Post subject:  Issue with Ping w/ 1000v

GNS 0.86:

Just configured 10.199.20.1/30 on one side and .2/30 on the 7200, and I am unable to ping.

Monitor capture shows nothing leaving the interface (ACL is set for any/any).

Code:
Router#show monitor capture YES buffer
buffer size (KB) : 10240
buffer used (KB) : 0
packets in buf   : 0
packets dropped  : 0
packets per sec  : 0

Router#ping 10.199.21.2
Type escape sequence to abort.
Sending 5, 100-byte ICMP Echos to 10.199.21.2, timeout is 2 seconds:
.....
Success rate is 0 percent (0/5)
Router#show monitor capture YES buffer
buffer size (KB) : 10240
buffer used (KB) : 0
packets in buf   : 0
packets dropped  : 0
packets per sec  : 0

Even tried to a 3845, same result =\ Checked all the obvious stuff (even Wireshark on both ends, see attachment) is there a bug w/ 1000v and 0.86
