I have to write some labs, there i have some number of Qemu VM-s... Firstly i configured static IP-s for NIC-s, but they are changing and changing. For example i wrote eth2 - 192.168.0.1 for one VM, then i save my project, next time this VM doesn't have eth2, only eth5 and so on eth8, eth10, eth15, eth24.......................................

Why???

GNS3 doesn't generate MAC addresses for QEMU. I'm not sure but it sounds like you need to specify the MAC address for your QEMU VM to use or QEMU generates it's own. Something like this should be in your QEMU string:
-net nic,macaddr=00:aa:00:60:01:01,model=e1000

What is the operating system in the VMs that you are creating? Obviously a Linux/Unix from the eth0 comment. Some Linux OSes have a persistent network settings file that you can delete to re-claim eth0. I guess that you'd have to do that each time you boot though, so making a permanent MAC address is probably the best way to go about it. For Redhat/Sci Linux it's
# rm -f /etc/udev/rules.d/70-persistent-net.rules
# reboot
